Sykesville Town Council Discuss Traffic and Zoning Concerns with Joy Property

Zoning Amendment of 7306 Springfield Avenue, the “Joy Property” (Parcel 4087)

The Town Council heard from 2 residents and the attorney of the property owners before the closing of the Public Hearing in regard to the “Joy Property” text amendment.  The Council Considered/Discussed/Acted Ordinance No. 2024-01, Chapter 180 – Zoning, Article X – B-L Local Business District, §180-62 which is a text amendment to add “Service, Garage” as conditional Use. Currently, there is no zoning for a service garage under any business zoning in Town.  One resident spoke on traffic concerns but is in support of the business. The other felt this type of business is not in line with a residential neighborhood due to safety issues.  These issues will be addressed in the normal procedure with the Town Planning Commission.  The text amendment was passed by Council unanimously.  The entire text amendment can be found at https://townofsykesville.org/DocumentCenter/View/3748/Ordinance-2024-01-BL-Text-Amendment.

Introduction of Ordinance No. 2024-02: FY2024 Budget Revision

At the six-month mark of the fiscal year, the Town Staff review found unexpected funding needs under general operations and capital projects.  Two items are due to the loss of lease revenue on Baldwin’s Station and Legal fees. The Budget Revision was passed unanimously by the Council.

Gatehouse Museum

The curator of the Gatehouse Museum gave the Council an update on the events, activities and work being done at the museum over the last 2 years. The museum will be evaluating objects in need of preservation. Of concern is the pillar at the front of the building which needs replacement as it isn’t safe to support the roof over the porch.  The Town has requested bids for this work. The museum will have many hands-on workshops and tours.

Treasurer’s Report

Craig Weaver provided a detailed report at the six-month mark of the fiscal year.

Public Safety Report

Chief Michael Spaulding provided the safety report for the timeframe between January 2, 2024 – January 14,2024 with 393 events.

Volunteer Opportunities

The Town has volunteer opportunities available on the Historic District Commission, Parks and Recreation Commission, Board of Zoning Appeals, Crossing Guard and Police Auxiliary.  Email town@sykesville.net for more information about volunteering with the Town.
