Carroll County State’s Attorney Announces Indictment of Frederick Woman for Alleged Theft Scheme from Westminster Nonprofit


Carroll County State’s Attorney, Haven N. Shoemaker, Jr., recently announced the indictment of a Frederick woman, Randi Lynn Ryan, aged 48, in connection with a theft scheme. The scheme, involving an amount ranging from $1,500 to under $25,000, was perpetrated against the Carroll County Arts Council, Inc., a local non-profit organization. The indictment was handed down by a Carroll County Grand Jury on Thursday, February 22nd.

Ryan is alleged to have stolen money from her employer, the Carroll County Arts Council, during the period between October 15, 2021, and September 20, 2023. As part of her role as a Financial Coordinator, Ryan was entrusted with a Bank of America credit card for business purposes related to the Arts Council. However, in June 2023, discrepancies came to light when an external audit was conducted. Ryan failed to provide the necessary documentation for the audit and falsely claimed to have done so.

Subsequent investigations revealed that Ryan had utilized the Arts Council’s credit card for personal expenses, dating back to October 2021. Westminster Police Department’s probe discovered over 100 unauthorized purchases, totaling $11,669.77, made by Ryan during the period under scrutiny.

On February 22, 2024, the Carroll County Grand Jury indicted Ryan on a charge of Theft Scheme- $1,500 to under $25,000, leading to her arrest. She was subsequently released on a $12,000 secured bond. An Initial Appearance has been scheduled for March 15, 2024, to address legal representation.

State’s Attorney Haven Shoemaker remarked, “The alleged thefts by Ryan from a local nonprofit that led to this Indictment represent a blatant breach of trust, one that this Office will prosecute with vigor and tenacity.”

It is imperative to note that individuals accused of crimes are considered innocent until proven guilty in a court of law.
